We should fund rehabilitation centres and provide mental support for criminals and for everyone else, so we can prevent crime.

Are there bad cops? Sure. But we can't function if we don't have people to report crimes to, help people in need, potentially stop crimes in progress or break up fights and pursue criminals and deliver criminal charges. Both services are equally important, but we cannot sacrifice one for the other. That's moronic. Also, police officers are people too. People who can try to chance the system for the better but then get crushed by said system. Fall in line or get fired. I'm pretty sure most people would like to keep their job when the options are non-existent.
